Please Note: Wearing Course information for developments
Cardinia Shire Council is suspending the laying of wearing course asphalt in its developments from 1 June 2026 until 31 August 2026.
Practical Completion will still be given, but Final Completion will not be issued until the wearing course has been laid after 1 September 2026.
Incomplete Works bonds for the wearing course asphalt will need to be provided to Council for the value of 150% of the cost of this work and will be held until complete.

Development Engineering
Types of engineering plans
The plans you need to submit will depend on the development and subdivision type.
Subdivision Development Engineering Plans - typically for greenfield developments and developments creating Council assets.
Stormwater Management Plans - typically developments that include lots with a common property driveway, Childcare or Medical Centres, Multi Lot Unit Developments, Industrial/Commercial Developments. This category includes plans required under planning permits issued for Subdivision only, i.e. driveway access and drainage connection.
Landscape Plans - typically Streetscapes, Open Space, Water Ways, Wetlands, Gas Easements
