Lang Lang Strategic Extractive Resource Area (SERA)

The Department of Transport and Planning is inviting feedback on draft planning controls to secure Strategic Extractive Resource Areas (SERAs) in Lang Lang (Shire of Cardinia), Oaklands Junction (City of Hume) and Trafalgar (Shire of Baw Baw). The feedback will inform the preparation of planning scheme amendments. 

The Department is proposing to:  

  • provide long-term certainty for supplying quarry resources to Victorian markets. 

  • increase awareness of strategic resources and where quarrying may occur in the future, so they are considered in the assessment of land use and development proposals. 

  • ensure sensitive land use and developments, such as houses, schools, sports grounds, shops and wineries, are not constructed nearby to land where quarrying may occur. 

  • protect quarries close to where the demands for resources are, to reduce transport costs and minimise emissions, helping to make construction projects more affordable and sustainable 

  • For new or extended quarries under the State Resource Overlay (Schedule 1), if they are over 250 metres from sensitive land uses and have access to a road in the Transport Zone 2, they are exempt from notice, review, and appeal rights.  

Council encourages residents of Cardinia Shire, surrounding landowners, and interested parties to provide feedback on the State Government's proposal to ensure community views and concerns are considered in the long-term planning for sand quarries.
