Strategic Sealed Roads Project
Key points
- Council has invested $25 million into the Strategic Sealed Roads Project. We’re proposing to seal about 40 kilometres of local unsealed roads in 7 locations across the shire.
- The project will create strategic links to existing sealed roads, in locations where they are needed most and where they will deliver the most benefit.

How the project will benefit road users
This project will deliver 40 kilometres of new, sealed roads that will:
- connect existing sealed roads in the places they will deliver the most benefit – such as around schools and community facilities and in the highest-traffic areas
- reduce traffic on the local, unsealed road network which will result in less wear and tear and lower maintenance costs on these roads
- reduce environmental impacts associated with unsealed roads including run-off and dust, while improving comfort and service levels for road users.
How the roads were chosen
Qualitative data and a rigorous cost benefit analysis was undertaken to rank and prioritise the roads to be sealed under this program.
The roads that were chosen:
- provided the best links between existing sealed road networks
- were in the highest-traffic areas
- provided the greatest convenience for road-users
- provided the greatest safety benefits
- provided the most long-term cost savings (by reducing maintenance)
- were most requested by the community for road repairs and maintenance.
Bessie Creek Road, Gembrook
TO BE SEALED: 5.3 kilometres of road (the entire unsealed section of Bessie Creek Road)

Denhams Road, Koo Wee Rup
SEALED: The entire unsealed section of Denhams Road

- The project achieves a high level of environmental sustainability
- Boundary Drain Road and Denhams Road were the first roads to be reconstructed as part of the strategi sealed roads proejct
- Both roads now have solar-powered markers and street lighting at intersections and traffic islands, lighting the way for motorists with clean renewable energy while improving road safety or all users.

Dore Road, Pakenham

LL and Armytage roads, Officer
SEALED: The full length of LL Road, and Armytage Road from LL Road to Brown Road. The project also included a temporary seal on Brown Road from Armytage Road to Starling Road.

Boundary Drain and Main Drain roads, Koo Wee Rup
SEALED: Boundary Drain Road (from Station Street to Denhams Road) and Main Drain Road (Denhams Road to Ballarto Road)
- 7.3 kilometres of road were sealed as part of these works.
- The project achieves a high level of environmental sustainability.
- These were the first roads to be reconstructed as part of the Strategic Sealed Roads Project.
- Both roads now have solar-powered pavement markers and street lighting at intersections and traffic islands, lighting the way for motorists with clean renewable energy while improving road safety for all users.

McGregor, Soldiers and Hobson roads, Rythdale
- The entire length of McGregor Road,
- Soldiers Road: McGregor Road to Hobson Road
- Hobson Road: Ballarto Road to Soldiers Road
- The project achieves a high level of environmental sustainability.
- These roads now have solar-powered markers and street lighting at intersections and traffic islands, lighting the way for motorists with clean renewable energy while improving road safety for all users.
- More than 1500 tonnes of recycled glass were used in the project, decreasing the percentage of quarried materials required in the pavement, and improving environmental outcomes.
- Three wildlife sensitive light poles were installed.
